why sign Kadri now ???

Ok so tsn is announcing the leafs have signed Nazem Kadri to a entry level deal. My question is why ? If this guy was supposbly a long shot at making the team why sign him to a deal now. Let him develop for a year or two more in the OHL and then sign him to a three year entry level deal. The only thing I can figure out is Brian Burke now may think this guy might play right away.
Kadri's stats in the OHL
62 games, 7 goals , 15 assists , 22 points.
68 games, 25 goals , 40 assists , 65 points.
56 games, 25 goals , 53 assists , 78 points.
He has gotten better every year but at his frame they can't possibly think about playing him this year..can they ?
